Phillip A. Starnes is the latest addition to the Bradley County Sheriff’s Office list of Dead Beat Parents.

Starnes is being sought on an attachment for Contempt of Court that was issued on July 18, 2007. Attempts by the Hamilton County Sheriff’s Office to locate the suspect at his last known address on Dolly Pond Road in the Birchwood Community were unsuccessful.

Starnes is a white male who is 54 years old. He has blue eyes and brown hair, and is described as being approximately five foot eight inches tall and weighing around 165 pounds.

Starnes owes child support amounting to just over $4,200, according to court records.
